Original Skyrim launched in 2011 was a 32 bit game.

In 2016 Skyrim SE launched. It is a 64 bit game version.

That added more stability to the game.

SE also includes the DLCs Dawnguard, Hearthfire and Dragonborn.

This could really be answered with a quick Google search so I'll just copy and paste it from Google:

"Skyrim Special Edition" is essentially a remastered version of the original "Skyrim" game, featuring significantly improved graphics, including higher-resolution textures, volumetric lighting ("god rays"), better dynamic depth of field, and improved water and snow shaders. It also includes all DLCs and a 64-bit engine (up from 32bit) for better performance on newer systems; making it visually superior while maintaining the core gameplay of the original title.

Now Step requires the Anniversary Edition of Skyrim (basically a DLC), which includes many mods from the Creation Club that Bethesda decided to officially support.
