"This application could not be started" (Shim error) when using GenerateFNIS Skyrim

Hello, I am trying to load the GenerateFNIS.exe in MO but I keep getting the "application could not be started" error message. Then it directs me to a Microsoft Shim page. What do I do? This is for Skyrim

Have you installed .NET Framework 3.5? If not you'll need to go to Control Panel / Programs and Features / Windows / Turn Windows features on or off. check Microsoft .NET Framework 3.5 from the list and click OK.
