Merchants in Whiterun are permanently closed, and a few citizens are stuck in the scared stance-crouched with their hands over their heads.

So, some of the Whiterun merchants are still open, but the alchemist and blacksmith are permanently locked. If I go in during the day, during normal business hours, the merchants are there, but they call the guards.

Additionally, two NPCs near the entrance are stuck in the fear position from when vampires attacked. Here's one of them: https://i.imgur.com/nLdSoRh.jpg [1]

The only thing that I can think of off the top of my head that closes all the shops is the Siege of Whiterun. You didn't have a dragon or vampire attack as the Siege started by any chance? I can see how that might have glitched things.

 

That said, I've noticed that from time to time the merchants in w/run seem to stay closed all day for no apparent reason. Usually when it happens I think "must be sunday" and go do something else/shop somewhere else; they've always been open again when I returned a day or two later.

 

The matter of the cowering NPCs however - that does suggest something might have popped loose somewhere. Though it might still be fixable by spending a day or three out of the city.

Sounds like some script(s) has/have run amok. Do need a load order though at the very least to identify a potential issue.

 

Also, looking at your mod choices, are you running your own custom build? It seems that you use at least STEP + REGS and then a set of your own mod choices (which is of course prefectly fine) but it would help if you mention the compilation base of your mod list.

I've also encountered this problem. After a vampire attack, an orc (I think she was added by Inconsequential NPCs) got stuck doing the cower thing right in front of the door. She would stand up for a bit, then cower, then stand up . . . rinse and repeat. I don't think she was a vital NPC or anything (I'd never encountered her before). My solution was going to be to kill her in the middle of the night and drag her under the bridge, but I thought I'd mention it here in case you want to cross-reference my load order with OPs. I'll include my load order once I get home from work.

you could try resurrecting the cowering actors. I mean without killing them first.

 

I think it's also possible to force an idle from the console, but I can never remember how to do that.

What's the best way to get my load order out of BOSS? I'm up for posting it. It's STEP + REGS + Explorers Pack + A few mods of my own.

 

I've tried using the save game cleaner to deleted orphaned scripts, as well as the 31-day reset and various console related commands. No dice.

If you're using MO, there should be a profile folder in there somewhere with a loadorder file in it.

Well since those two mods are designed to cause the behavior to begin with then it seems logical that removing them will fix it. I have never had any issues with those mods however.. and I regularly spawn dragon fights all over the place when bored.. even inside the major cities. 

 

It was never clear if you added any script based mods to your list after you started playing. Most weird script related behavior can be attributed to this... and in general if you have to resort to actually using save game cleaners then you most likely did something you should not have done in the first place. 

 

As a sort of rule then just decide which script related mods goes into a given profile/list before starting and after that then lock it. If you want to add more scripts then make a new profile/list and start a new game. Modding with scripts is not plug n play at all stages. The only types of mods that are plug and play at all points are meshes and textures.

 

Ofc. there are always exceptions and sometimes you can get away with just making a new save moving forward after you added a new scripted mod... however you should then never remove it. So always test out the functionality of a script mod on a new game before you add it to your main saves.

I once had a problem with two NPCs from Vilja where they got stuck in the cowering animation, presumably after some vampire attack.

This is what helped:

1) target the NPC

from console:

2) resetai

3) disable

4) enable

I haven't changed the modlist since I've started playing, with the exception of recently removing those two mods I mentioned. I decided what I wanted before I started the playthrough to ensure stability.

 

 

I once had a problem with two NPCs from Vilja where they got stuck in the cowering animation, presumably after some vampire attack.

This is what helped:

1) target the NPC

from console:

2) resetai

3) disable

4) enable

 
Thanks, but I've tried all of the above. Even recycleactor didn't work. I may try re-enabling the mods that created the problem today, and see if it just works.

If everything else fails just try to go to an interior and wait for a month. That should reset the entire cell etc. 

I've actually already tried a 31-day reset. Did nothing!

I have a similar issue, a whole mess of NPCs are stuck in the Bannered Mare. Since Im play as an Imperial I use Voice of the Emporer and three of them went out the doors. I think you can use the Harmony spell for the same affect. The rest are still crowded around the door including the carriage driver. I never had this problem with just Run For Your Lives and When Vampires Attack, it actually started after adding Touring Carriages. Are you by any chance using Touring Carriages?
