Why does my distant grass look like this?

Hi.

I`ve tried to follow the step list as good as I can.

Generated all my LODs etc, booted up Skyrim, and was confronted with this.......

All my distant grasses look terrible.

When I move forward, the pale sections of grass change to the correct colour.

Its almost like a far distance thing is out.

Can anyone throw some light on it?

The LOD grass is too bright for your setup. You can fix it by setting lower values for "HD Grass" in TexGen. Try Direct = 0 and Ambient = 120. Be warned that it will never match at all times and in all weathers, but it will certainly look better.
