Weird snowy rocks near Temple on Solstheim

Hi.

I came here searching for help. I find very strange looking rocks on Solstheim and I can't find whats causing this problem.
Turned off BDS, DynDOLOD, Landscape mods, SMIM, etc. and still nothing.
