A brand new pop up in the game after any of your skill increases. It gives that nice feeling of accomplishment and some short text, that some players might ignore, others might recognize some of the references from other games.

 

Yeah, not completely tied to Skyrim lore and it has a cheat mode, which can be manually disabled in the MCM menu. It even brings all the messages from lower levels of your skill if your character is a high (er) level. But only for that specific skill per time. 

 

No issues with any mod, have to dabble a little before using it for a non cheat version.
