Too many plugins (whether active or not) causes CTD on New Game

I've been trying to fix this for a long time, and I had been hoping the last update would fix it but unfortunately I still have this issue.

Anyways, having 512 or more plugins (the right pane, and they are *not* activated) causes the game to ctd when I start a new game (whether or not I run it through SKSE). Running the game outside MO (whether it be SkyrimSE.exe, the launcher or SKSE) works fine. The game runs fine when there are 511 or fewer plugins in MO. I haven't been able to find anyone else with this problem and I've run out of ideas.

~500 plugins seems like an excessive amount for any game, whether they are active or not. Try hiding the inactive ones or moving them into the "Optional" category in MO2's info dialogue.

Yeah I have around 900, I've been working on my modlist for a while. Looks like putting esps into the optional category allows the game to run, so I can definitely work with that when I merge my plugins. Thanks!
