Ambient Audio Stuttering - Win10

I am getting a stuttering and burbling noise in the Ambient Audio in Good Springs. It is NOT the Radio Stutter issue. The radio and all dialogue plays perfectly.

Now on the Nexus there is a DirectShow Codec Filter reset tool ( https://www.nexusmods.com/newvegas/mods/35868/? ) but I have no idea if it is suitable for Win10.

 

Any opinions?

I have had a look at the Codec Tweak Tool but have not been able to resolve this behaviour yet. I suspect it is a codec issue since it is so clearly shown in that youtube video but the specific solution mentioned is not WIn10 safe.

Fallout 3 had some issues with KLite Codecs I believe. Might want to look into that issue and see if it is affecting FNV with Win10.
