GUIDE [WIP] Radeon Settings

I've put together a very rough draft of the new Radeon Settings guide, basically a copy/paste of the existing AMD CCC with an animated gif of how to add Skyrim and set it correctly.

Any input into what extras need to be added is appreciated.

In this case you should use the old Guide and replace the information since it is no longer relevant. Use the move function on the wiki to rename the Guide.

I didn't do that because as @DoubleYou pointed out in another post somewhere, not all users have upgraded to the Radeon Settings app yet, until such time that the userbase is all on the latest its probably best to keep both.

And some viable cards will never gain the Radeon Settings app.
