experiencing low fps with high specs

Hey guys, Im experiencing low fps and I have pretty high system specs, the lowest I seen was in 28 in forests around riverwood. My game is heavily modded you can say I have mostly texture pakcs right now, and most of these are from the realvision page because I'm running the realvision enb(highest performance one)  I'm sitting about at 115 mods currently.  Also my skyrim takes a while to load up with all these mods selected.  I will list my mods and specs.  I appreciate anyones advice.  Do you guys think I should throw another 980 into my computer? will that increase my fps by a good deal?

Quality vs Performance. What sort of FPS do you get without the ENB Preset?

I get 60 but I'm confused because my specs are higher than the reccomended and the reccomended is supposed to get 40-60 fps and this is with all the texture packs from the realvision enb page.

How large are the texture sizes?

Try setting it to "high" on the launcher. not ultra. idk if this helps for you, but it worked for me.

most textures are 2k and 4k resolutions.

 

I have 21.5 gigs of mods total.  I th ink maybe I need a second video card in my computer.

A lot of them are.

Then I'd say that's your problem. Downgrade the textures to 2k max that should help.
