No Fullscreen Vsync/Borderless Crossfire

Specs
Asus PB287Q 4k60hz through Display Port
Steam version of Skyrim legendary edition, fully updated and using MO.

I have followed the STEP guide (as close to exactly as I can), stopped at 1.F to test performance, lowest FPS was somewhere around 80 at 4k ultra graphics with everything on max, including view distances for everything (I turned the grass distance on max just to test it and then turned it down as per the guide). Continued on and finished part 2.D (followed all of the settings as it told me too), I set ENBoost to borderless fullscreen mode and stopped to test and see how skyrim was running.
My fps dropped down to sub 40 at some points but sat around 40 - 60 during normal parts. I changed it back to fullscreen and my FPS sat on 120 (dipping down to 80 at some points).

I've tried changing ipresentinterval=1 in the skyrim.ini (and adding/setting to 0/removing in skyrimprefs.ini AND the skyrim.ini AND Mod Organisers ini editor, currently is removed entirely in skyrim.ini and prefs) enblocal.ini is set to enable vsync.
At this point I've changed so many different settings (after searching through the forums and ENB ini guide) that I can barely remember which settings I need or have.

After trying multiple different settings and testing again and again, I noticed my GPU usage. In borderless fullscreen, it won't use both GPU's on my R9 295x2 (hence the massive frame drop as opposed to fullscreen). It uses both in fullscreen but doesn't vsync to the display so I get a heap of graphical tearing.

Any help on this issue would be greatly appreciate. If you need any more info, just ask, will be happy to provide.

Vsync should be enabled in Skyrim.ini, in the drivers, and in enblocal.ini.

I have re-enabled it in the Skyrim.ini (attached ini) and re-enabled Vsync in CCC (I tried Always off, Always on, on/off unless application specifies). Still the same problem though sadly, 120 FPS, I also tried disabling crossfire for SKSE but still not vsyncing. I have no idea what I'm doing wrong :/ or why it vsyncs in window mode.

Ok, while playing Black Mesa I discovered the problem (tested it in Skyrim as well). If I play any game in 4k with Crossfire and Vsync enabled, it caps frame rate at 120fps. Disabling Crossfire vsyncs to the monitors 60hz refresh rate (at a massive cost to performance), but I noticed dropping to 2k also syncs properly (whether crossfire is disabled or not).

Does anyone have any explanation for why this would happen (and hopefully a way to enable it in 4k).
