I had the problem a few times, it seems to have disapeared when I reinstalled the S.T.E.P. mods.

Maybe a problem with your load order or overwrite order in Mod Organizer?  Double check your install order with the STEP guide, triple check your load order with LOOT?

 

I wished someone more knowledgeable could help you...

Not sure if this is relevant, however, have you checked the speedmult of the dragon?

 

I'm not sure if it applies to them but that's where I would start if you've already overlooked your load order.

lol that one was new for me! 

 

At least it is somewhat easy to actually hit a flying target then! As for reasons.... then if it would depend on which mods that affect dragon you are using.

I have Deadly Dragons and DCO.

 

The dragons fix themselves after a minute or so. Its actually kind of funny to watch.

 

And I can assure you my load order is fine.
