Okay, I'll just start a new playthrough with the latest LOD files I generated using NG scripts and DLL.

The CTDs usually occur when my character dies and the game auto loads the last save.  However, on a new playthrough, it might not happen for 5-10 hours.  Once I get that first CTD though, they happen more often.  Sometimes the crashes occur when spells are being cast.  I recall on a previous playthrough that a lightning cast was often causing CTDs.  I have verified that CTDs did not occur on a playthrough until I generated LOD files.  But once I switched to SE instead of NG, the CTDs stopped occurring.

Here are some logs from that new playthrough (no crashes yet)

I am not asking for the log from PapyrusUtil. I am asking for the papyrus log from the game. See https://dyndolod.info/Official-DynDOLOD-Support-Forum#Post-Logs.

Why do you assume the CTDs stopped because you switched to DynDOLOD DLL and not because a new LOD patch was generated from scratch for the current load order? Did you also test generating a new LOD patch scratch with DynDOLOD DLL NG for the current load order still had the issue? Or, how certain are you that the load order did not change at all between the two generations?

Crash from casting spells are probably not related to DynDOLOD, at least I would expect a very different crash log.

Okay, sorry, I'm just a pleb, didn't know about enabling papyrus in Skyrim.ini.  It's enabled now.  Will post the Papyrus.0.log after some play time.

I really don't assume anything.  Just reporting my experience.  I have been playing Skyrim off an on for the past year with CTDs.  Been trying to pinpoint the cause but have had no success.  I have started many new games and generated LOD files every time for each new play through following the LOD instructions in step 7 of the STEP guide using the NG scripts and DLL.  CTDs have happened on every new playthrough after about 5-10 hours.  I have deleted the Skyrim game folder as well as the config folder in documents, downloaded fresh files from Steam, created new MO2 instances and profiles, reinstalled every single mod and utility, and still get CTDs.  So recently, I started a new playthrough and only installed a minimal amount of mods from the STEP guide, no grass cache, no LOD files, no ENB, etc.  I played for days without a single CTD.  As soon as I generated LOD files using the NG scripts and DLL on that playthrough, a CTD happened almost immediately after my character died and the game auto loaded the last save.  I then re-generated the LOD files using SE scripts and DLL and no CTDs occurred.  I still have no idea what the cause is.  I'm not assuming it's the fault of NG.  Just reporting what is happening while pulling out all of my hair.

The spell casting CTD happened on an older playthrough.  Hasn't happened in a while.  Just reporting my past CTD experiences.

I assume that means no CTD yet.

Keep testing with the current DynDOLOD DLL NG version you have. In case there is a CTD, upload the new crash log, DynDOLOD.log and papyrus log.

Only then install this test version of DynDOLOD DLL NG https://mega.nz/file/dVYSgRSK#6whDB050fn7u_KejXTKKOWuis1qY3eexkh9oTtg3JZQ and continue testing to check if it makes any difference.

Just had a CTD happen upon opening a hatch to the top of a tower.  Should I regenerate new LOD files with the test DynDOLOD DLL in my load order or just continue playing with the current LOD files and the test DLL?

No. Just switch out the DLL.

So this CTD did not happen reloading a save game after death, just while going from exterior to an interior, or is the hatch from exterior to same exterior? It is not repeatably?

This first CTD was going from the interior of Fort Frostmoth to the exterior (rooftop of tower).

None of the CTDs have repeatability.  Once Skyrim is restarted, the CTD never happens again in the same exact location.  It always happens after a bit more playing.

What was done at the time of this crash? It seems to be something else, related to NPCs and their head. It seems to be happening while in an interior?

The second CTD was in the interior of Ashfallow Citadel when my follower, Teldyrn Sero, started to attack a Morag Tong Assassin.

I have had CTDs happen in both interior and exterior spaces.  Most recent CTDs (before the two mentioned above) were while fighting a Riekling on mountain and while fighting a Bull Netch on an island during the Put A Fork In It quest.

Noting is really running from or executed by DynDOLOD when the player is in interior cells. CTDs that refer to NPCs, their head and skeleton are usually caused by mod affecting those parts.

Check the 2 crash logs to compare their difference in what is reported. They most likely have very different causes.

Verify there are really no CTDs without DynDOLOD output in the load order. Play for a day or two or without any DynDOLOD output.
If there really are no crashes whatsoever, open ..\SKSE\plugins\DynDOLOD_Data\DynDOLOD_NG_Tamriel.txt in the DynDOLOD output mod folder with notepad and remove everything below [Resets] to the end of the file to see if it makes a difference. Keep a backup of the file. Report back results.

Played for a few hours this evening with no DynDOLOD output.  No CTDs.  I'll play some more tomorrow.

Played for about 10 hours straight today with no DynDOLOD output.  No CTDs.

I just realized I also had disabled DynDOLOD Resources SE 3, DynDOLOD DLL NG, Majestic Mountains DynDoLod 3 Pack, Aspens Ablaze Add-On - DynDOLOD 3, and Glacier LOD Meshes.  I was troubleshooting and forgot to re-enable those.  Not sure if having any of those disabled contributed to the stableness of my last 10 hour playthrough.

So after enabling all the mods I mentioned in my last post as well as the DynDOLOD output and removing everything below [Resets] in DynDOLOD_NG_Tamriel.txt, a CTD happened in about 10-20 minutes.  I was inside Kagrumez.  My character died and the CTD happened while loading the last save.

The DynDOLOD.log reports you are using the 33 version and not the 34 test version.
Please test with the 34 version with the removed [Resets].

Edit ..\SKSE\plugins\DynDOLOD_Data\DynDOLOD_NG_Worlds.txt in the output folder and change to debug=true

Upload new logs in case it crashes again.
