Weird texture issue

This is not a problem I'm having, it's from someone using my mod and I don't know what could ever cause this:

Just kidding, It looks like either texture corruption or artifacting to me.

Looks like texture corruption to me as well. I'd recommend they redownload the mod and reinstall it (without texture optimization if they did that).
