I move usleep and dawnguard upwards dawnguard at the top apart from a few mods same with usleep. Also my Anisotropic Filtering is turned off so that can't be the problem. After moving the mods the textures are still flat.

Yeah I should have said it looks like it is missing a normal map, but I had to rush out and do some dirty laundry per say.

 

Should be under "textures/landscape" and perhaps in a "roads" folder but I can't be sure.

So are you using default textures for the landscape? I can't see your mod list because that site is just blank for me. Or are your landscape mods packed into .BSA files?

 

Can you try installing this mod (https://www.nexusmods.com/skyrim/mods/39912/?) for testing purposes to your Data folder in your Skyrim folder and see what happens?
