Jip Selective Fire Menu not opening

Hi, I'm unable to open the holstered weapons' menu. I've installed Fear & Loathing as per the guide, with all optional mods installed and merged.  The only addition I made were a couple of textures.  Mod's are sorted with Loot with a master list as of 22/07/15.  It appears that the menu will open before I leave the starting shack for Roleplayers Alternative Start Fallout New Vegas as I receive a message about having no weapon equipped. However even the warning stops happening once I've started the game. I'm still able to switch firing modes and other than the menu not opening the mod appears to be functional. I've tried changing the keybind for the menu along with holding down both shift keys as mentioned in the JIP SF thread elsewhere. Nothing I've done allows the menu to open. Any idea? Thanks.
