Impact perk not working in STEP 2.2.9.1 Extended?

I'm using STEP 2.2.9.1 Extended and doing a destruction mage playthrough. I took the impact perk today and noticed that it wasn't staggering anything. It seems to work in STEP 2.2.9.1 Core, just not in Extended. Has anyone else experienced this? Any suggestions as to how I might go about diagnosing the problem?

 

Edit: Went back to STEP Core, impact worked as expected. Reinstalled the STEP Extended mods and triple checked my setup, it seems like it only works the first time I dual cast a destruction spell. After that, no joy.

I'm not playing a character which would have that perk. I'll have to cheat to see if it's working or not in my setup.
