Getting random flashing graphical glitches

This just started recently with out me adding any new mods to my order. Looks like tree textures flashing and stretching all over the place. I will attach a screenshot.

 

System:

Windows 7 64 Bit

Core i5 4670K @4.4GHz

Radeon R9 270X 2GB 

8GB DDR3 @1333

 

Now it seemed to start happening when I unblocked ENB in the properties. It says it was blocked as it came from another PC.

 

So I fiddled with ENBlocal trying different settings until finally removing ENB and seeing if that was the issue, and it was not.

 

Now I'm trying to go through my mods, but I have so many it might take a while. As of my writing this, it might have been me just forgetting to repatch Automatic Variants and that causing issues, or forgetting to use LOOT. Going to recheck those now and report my findings below this paragraph.

 

Welp, still getting this issue, which is really odd since it was fine earlier and I have not added any mods to MO. It's late and Im tired, so I will be attaching the Modlist.txt, plugins.txt, and the various inis.

 

If there is anything else you need, let me know.

Sorry for the shots being so dark, it wasn't that dark when I was playing.

 

Edit2: Open the attached txt files in notepad++ and not normal notepad. NP++ will format it so it is readable.

 

Edit3: Just ran the game with out MO/SKSE and I'm still getting the same issue, I guess I will have to reinstall the base game now. I'm just glad I use Mod Organizer or I would have given up already.

Hmm, okay then....

Try reverting the overclock to base and then report back.

 

EDIT: hold on a sec, I just looked at the inis and well I see several things wrong with them. 

Can you delete them and then have the launcher regenerate them

Ok will do. I'll have to say, the INIs were prebuilt ones from STEP a while ago. I figured if I put in the correct settings and adapter info, it would be alright.

 

I'll go ahead and delete them and have MO regenerate them with the launcher.

 

Edit: Ok, so I reaquired the INI's, and just edited them according to the STEP wiki. On that note, that wiki needs to be updated.

 

Anyways, with both a plain ini and tweaked ini according to STEP, I still get the glitches.

 

Edit 2: I also reverted the Overclock as well.

 

Edit 3: So this is very odd, I decided to try rebooting my system and it the glitch went away. At this point, I still have no idea what the problem is. If it is the overclock, then it would show up in other games. I mean I played Metal Gear Solid 5: Ground Zeroes on High with a few options reduced and it played at a solid 60FPS with no errors.

 

For the time being, I will refrain from overclocking to see if it comes back or not.

 

I guess for now I will set this topic as resolved, but if it reapears, I will undo that, unless you want me to start a new topic.

I already had steam reinstall Skyrim. All my mods are still in place thanks to Mod Organizer. Let's hope this issue goes away. Now I know its not the video card since I just played 2 hours of Metal Gear Solid V: Ground Zeroes on Medium High settings.

 

Edit: Loaded up the game and did as you said and went straight into Riverwood. Same issue as before.

 

Tried my best to get a proper screenshot, but most of the images I took barely showed the issue.

Edit 2: Just disabled every mod and still the same issue persists. I have no idea what to do now.

So here is what we know so far:

 

1. It's not caused by ENB

2. It's not caused by any mods

3. It's not caused by bad ini edits

4. A fresh skyrim install did not fix it.

5. It can't be the video card since I am able to run other more demanding games just fine with out graphical glitches.

 

Edit: Forgot to mention, I also have a Geforce 8800 GT as a physX card in my system. Could that be interfering?

Are the SkyrimXX.ini you posted from the current active profile and not the ones from My Games \ skyrim? Just checking you are using the correct ones.

All the files I posted are from the default MO profile.

 

 

 

That sort of issue is most likely related to driver version used, or some driver settings. Worst case then it is bad video memory which cause the GPU to be unable to handle the position of the polygons properly. 

 

It could be a driver issue. When I installed my new video card, the 14.12 driver installer didnt prompt me to uninstall the old driver. Is there any software that can detect older drivers and remove them that isn't full of hogware?

I just remembered that awhile back someone else had the exact same issue and it was the "omega" drivers.

I have crossfire and my second card is no longer being detected.

I think the drivers are screwed in someway. I would uninstall them with what neo recommended an then either us try beta witch is an older version last I checked or go back one full release. I'll be doing the same.

Ok, so the same glitches came back with out warning. It was working fine, then now it's back.

 

I'm on 14.9 right now. Should I try going back another release? Could it be from overclocking my video card? Doesn't make sense that Skyrim messes up from the overclock, but other games work just fine.

are you using any sort of software to monitor your graphics stats?

Are there any programs that you are running that may affect the game?

 

Re-run the packages that are in the Skyrim directory.

Run:

...\DirectX10\DXSETUP.exe

...\DotNetFX\dotnetfx35setup.exe

...\VCRedist\vcredist_x86.exe

 

After doing that does anything change?
