Unable to get A Quality World Map with Roads to work

I recently installed all of the STEP files (except for Dual Sheath Redux which seemed too complicated for me to try to install the first time around) and everything seems to be working perfectly except for A Quality World Map with Roads and the High Quality 3D Map. I installed the mods using the Mod Organizer (and reinstalled several times) and when that did not work I followed the instructions to manually install A Quality World Map with Roads by copying the texture folder into my Skyrim data folder. However my map does not have roads on it and it doesn’t appear to be "high quality."

 

Any help would be very appreciated!

Something is overwriting A Quality World Map. Check whatever mod is overwriting the files and move it before it. That should fix it.

Thank you! The conflict was with Enhanced Distant Terrain 2 and LOOT put A Quality World Map before it.  I moved A Quality World Map after it and the map has roads on it now.
