In what file do I change the FOV in?

You do it through the console. I don't know the INI tweak for it. In game type fov and then the number you want default is 65. You may have to do it every time the game is started.

In skyrim.ini under DISPLAY 

 

add fDefaultWorldFOV=X 

 

With X being the FOV angle of choice. 

 

At least as far as I recall.
