Starfieldprefs.ini quality settings are off

When using Bethini to configure Starfield INI files, using Bethini Presets for Poor, the Quality values seem to be wrong/off.

Specifically looking at the StarfieldPrefs.ini , [Quality] section, values such as the following.

Bethini Preset - Poor - 
uContactShadows=3

In game however, this value translates to 'High'. When manually setting value to 'Very Low' in game, ini value is-
uContactShadows=6

This appears to be the case for several values in the [Quality] section in StarfieldPrefs.ini.

Bethini presets are not the same as Vanilla presets. In addition, in order for the advanced level of tweaking to work, it sets all the Quality settings to Ultra and modifies the actual quality settings in the Ultra.ini to align with the desired values. The in-game quality options just set which of those ini files to pull values from. It doesn't actually affect the quality but rather where the real quality ini settings are read.
