I cannot get my Skyrim SE to play

I only have the bare mods needed to start the game. And when I start the game the prisoner wagons won't move. The characters talk as normal but stay in place in the cart. I have re-installed my Vortex Mod Organizer and I have re-installed Skyrim SE 2 times and no change of results. Can someone help to please fix this? Thanks

We need more detailed info. You either use Vortex or Mod Organizer. There is no Vortex Mod Organizer. If you use Vortex, I believe you have to use the purge function to remove the symlinks it creates for your mods, or else those mods will remain active.
