Raining in High Hrothgar and Winterhold

I’m wondering if anyone has an idea of why it’s raining in these places instead of snowing? I have the base STEP build installed, and also Rudy’s ENB

 

Any thoughts?

I haven't noticed any rain in High Hrothgar or Winterhold, although I have not spent a lot of time in these areas either. I've been spending most of my time between Solitude and Whiterun and the weather around here is either bright and sunny or what seems to be a severe tropical rainstorm.
