Papyrus Compiler Fix For 64-bit Systems

I am starting to set up all the conditions for SRLE

 

When it comes to the installation of  Papyrus Compiler Fix For 64-bit Systems , says to place it in the  Skyrim/Papyrus Compiler folder, I reinstalled Skyrim from scratch an i do not have than folder in the main Skyrim folder

 

What should I do?

Install the Creation Kit through Steam. In Steam, click Games, select Tools, find the Creation Kit, and install it.

When setting the ENB organizer game path, in the exe path, Should i click in the TEV.exe or on the SKSE_Loader.exe??
