Can't purchase a horse with convenient horses...

So I have convenient horses installed and when I talk to Skulvar he gives me the option to buy a horn, but I can't purchase the horse it self.

 

I have the STEP Extended install and the Weather and Enviroment pack installed. Maybe it has to do with the main quest. Since that is being delayed and since I am not Thane yet maybe that is why I can't purchase a horse. It's been some time since I played Skyrim so I don't know if buying a horse is dependent on quests or being Thane.

I don't have all that installed so the only thing I can suggest is to check your load order in xEdit to see if something is being overwritten for that actor/quest/etc.
