Steam: no "don't update" option

Question

According to STEP-Guide:

https://wiki.step-project.com/Guide:Troubleshooting#Restore_Vanilla_Skyrim

section: Reverting Skyrim to a Pristine (Vanilla) Installation

point 7:

#Disable Automatic updates in Steam -> Skyrim Properties -> Updates tab by setting it to "Do not automatically update this game".#

I don't get this option. I am only getting 3 variants of "Emergency Update":

- always

- at start

- first

What's the meaning of this?

I was confused about the contradiction. And I can't stand forced updates, so I wanted to know if there is something I missed to be able to shut this update down.

Thank you for the answers. All cleared up. Also I have learned that Steam forces updates. This update matter is not exactly solved now. But I understand there is neither a solution nor a workaround.

Valve updated the names of the options.

The "Do not automatically update this game" option never actually stopped the game updating, so Valve renamed it to "Only update this game when I launch it" to clear up confusion.

If you want proof, here is a Reddit post from a Valve employee about it.

that will likely be changed soon

I seriously doubt that Bethesda will update it anymore...

So there is no need to worry about it
