Can't change mod installation order for Oblivion

I can drag the mods, but when I try dragging them to different orders nothing happens. I also notice the green outline and I'm betting that's part of the issue, but I don't know what causes it or why.

 

I also use mod organizer for Skyrim if that helps.

Nevermind, fixed. I didn't notice I had them grouped together, my bad!

The green box around the pane indicates you have the pane sorted and by the picture it is by Categories. You need to it from categories to No groups in the control just below the pane.
