Racks and plaques not working

In the two houses I own, Breezehome and Vlindrel Hall, none of the racks and plaques work. The activation option comes up but nothing comes out of it, but for the weapon/shield/weapon plaque I only get choices for the weapons, nothing comes up for the shield.

 

However they still work for the house mod Aemers Refuge Continued that I use. No problems that I've seen so far. I haven't checked the Hearthfire added homes either so I don't know if it extends to that.

 

Would anyone have an idea as to why they wouldn't work in the regular homes but would work in a mod?

 

Edit: Turns out that the plaques and racks don't work in the Hearthfire homes either. However I'm using a mod that lets me put in weapons in display cases nicely, those work. I keep on forgetting to add a load order, maybe it a problem from one of those.
