How to use Boss Userlist Manager

Can someone link me to a page on how to use this? I couldn't find anything on the guide other than how to install it (though it wasn't marked as required). Is it really even needed?

I've been running BOSS from MO every time I'm about to do a benchmark. Which I think is the right thing to do, although the guide doesn't really specify at which point BOSS should be used.

Use BUM as executable thorough mo. You Need it to create custom rules for mods NOT yet in the boss List.

Do you have a tutorial or something? What do I set as the mod directory in BUM?
