Help with the stuttering? It's getting crazy.

Ok. So first of all, my specs:

 

Lenovo Y410P:

 

-

Processor

4th Generation Intel Core i7-4700MQ Processor (2.40GHz 1600MHz 6MB)

-

Operating System

Windows 8.1 64

-

Display

14.0" HD Glare with integrated camera 1366x768

-

Graphics

NVIDIA GeForce GT755M GDDR5 2GB

-

Memory

8.0GB PC3-12800 DDR3L SDRAM 1600 MHz

-

Hard Drive

1TB 5400 RPM

 

So, Nvidia Optimizer sets everything to max for me, but I put shadows on super low and tun off grass.

I've also tried this

setting them all to 10000000.0000

 

I've also set uRenderSkinnedTrees=0

 

My FPS is usually around 59-60, but drops by like 4 around cell borders, and randomly when running. 

I have 2K HD Landscape FULL, SMIM, HQ Towns and Villages and Distant Detail. The stutters were happening all before most of these mods. I've also downloaded the 64Hz fix, which fixed the stutter when looking up or down and indoors. But it didn't fix this type of stutter, and whenever I try to record it, when I play the video at the desktop, it looks fine! Any fixes for this?

 

P.S. All components are at normal clock.

You're using ModOrganizer right? If so you'll have to edit your .ini files from within ModOrganizer to see the resolution change properly to give you a benefit.

Meaning either -

     A:  launch the skyrim launcher through MO when your profile is selected (the skyrim launcher being that which has the play, options, and data files)

     B:  select your profile in MO and then click on the Tools button and then click on .ini editor or

or  C:  go directly to the .ini files by opening the Mod organizer directory to ModOrganizer/profiles/profilename/skyrim.ini or skyrimprefs.ini
