My guess is either Appropriately Attired Jarls or Various Guards Outfits

Check their records in TES5Edit and see if there is something changing their clothing.

yes of course, first course of action should always be load you entire load order into tes5edit and check for conflicts in the relevant records, either manually or by running a conflict filter
