Teleported to a city I've never been to

I just recently started playing this game. I was making my way back from the Greybeards to Whiterun (to turn in a quest), occasionally wandering off the path for fun, when I wander into some campsite. A guard there immediately tells me to pay a bounty of 40 gold, which is odd because afaik I've committed no crimes. I pay it anyway, but then I am teleported to Windhelm, some city waaaaay far away from anywhere I've ever been before. Can anyone help me understand what happened?

You have performed a crime within the windhelm region (hold if you are a immersion purist!). When you do so they take you into the barracks to confiscate any stolen good etc.

...maybe you accidently killed a humaniod vole right in the hold. I don't know.

Thanks for the responses! I'm not sure what crime I committed, but I've been avoiding guards until I can make it to Windhelm on my own. My friend pointed me to some mods that supposedly make crime mechanics more realistic:

I'm wondering if these will conflict with STEP? Or will they break my game if I install them now and continue from my save?
