Found the culprit xD
Fallout Charater Overhaul has an ESP for boulder dome so thats why it gave me the problems... :P

Finally figured it out.....
What helped me was this: https://www.nexusmods.com/newvegas/mods/35935/?
I just put it as the first BSA and added it to the .ini-s
Also I found out that mod organiser has its own .ini-s in the profile folder so i copied the ones from my documents over them which fixed a few other issues as well!
