I reinstalled all the mods with Nexus Mod Manager and started the game and the glitch was not present, fairly conclusively proving it is a conflict with MO. Very curious what's causing it.

I have AA and AF turned off but the glitch only appears when using MO and does not appear when I run the game normally, even when using identical settings.

There are reports of a very similar issue with ENB but those don't have anything to do with MO and instead have to do with confilcts with vanilla fallout. The ENB runs fine if I don't use MO.

I have this glitch when using an enb with MO. What appears to be a layer of water texture overlays a chunk of Megaton. When I start the game with the .exe ENB loads and there is no glitch but if I use MO to start the game, even when I've disabled all mods, the glitch appears.
