im still not getting anything

As the title says, I can't run either. The error i get when trying to run either gives me Fatal: Error loading plugin list: <EDirectoryNotFoundException: The specified path was not found> If i go to Appdata/Local/SkyrimSpecialEdition, there is no plugins.txt file What am I supposed to do here? I thought of making my own plugins.txt file and adding in the names of the plugins i have on MO2 but i dont know if it works that way
