SKYRIMLE Solitude Saw Mill Water Wheel Texture missing

I think I just found the source of the problem it was 4K Parallax Skyrim All in One Archive, it was missing the waterwheel textures in the mod folder, delete ssawwaterwheel.nif in meshes/architecture/solitude/farms folder I ran into the same problem myself as OP, this is how I fixed it
