Jakolanten's post in SKSE64 loader not loading mods was marked as the answer
Should be in the SKSE zip file. Install it using Mod Organizer. Drag the SKSE zip file to downloads area, install it manually by right-clicking on Data folder and set it as data directory.
Result should look like this.
