In the past I have played skyrim heavily modded with an enb by following the step guide. I know SRLE is more intensive but im very surprised at how much my pc is struggling. Ive added perma and npc mods which I know adds load. Im wondering whether with my system STEP + Perma and a few other mods would be better?

Intel I7 - 4770K 3.50ghz
Nvidia GTX 770 4GB
16 gb Ram
operating system on an ssd
Skyrim on a seperate ssd plently of space.

Max frames outside are about 40 but I get a lot dips in combat or loading a new area, large lag when first going outside when moving also. I have reduced the size of some textures down to try help. Any suggestions would be awesome! I have read the fps troubleshooting on SRLE guide.
