No lockpicks anywhere

Apart from a selection of lockpicks I found right at the start of the game I cannot find any lockpicks anywhere. I have played for 32 hours and nothing. There are none in shops, there are none on the bodies of enemies and there are none in chests and cupboards. I have read about guards which can give you some, kind of like a cheap way to get them but the guard has none. As well I have read that some khajit merchants outside of winterhold always have some but they have none.

 

Skyrim legendary is installed properly I believe and nothing else seems to be wrong. Does anyone have any idea what the issue is? I have made a Khajiit thief character so as you can imagine this is really holding me back.

I've never had this issue, lock picks are everywhere. Honestly I would check your leveled lists and make sure your bash patch is updated.

Is there a utility to check levelled lists?

 

So you don't think it is a mod which has done this? It cannot be coincidence after this many hours play. I have had to ignore so many chests in dungeons because I have no lockpicks, sad times.
