Burn Freeze Shock Effects: Memory patch included in SKSE

How do I use the memory patch included in SKSE for "Burn Freeze Shock"? There aren't any detailed instructions on https://wiki.step-project.com/STEP:2.2.9.

If you installed SKSE according to the instructions, the memory patch thats included with SKSE will already be set up.

Can someone tell me what the current practice is to patch the memory in SKSE?

I am pretty new to Skyrim modding. I wasn't sure if the patch was a patched version of the DLL the way it used to be.
