Different location for ini?

Ok so, for some reason, every time I play my difficulty setting gets reset to Master. My ini files are read only, and I've double checked and the difficulty is set to 2 (which should be adept). And yet, whenever I load my game, I have to manually change the difficulty setting.

 

Is there a mod that's doing this? Am I editing the wrong ini file?

Are you using Mod Organizer, because it has local ini files for each profile? You have to open them up in MO and change the files there.
