Textures and Camera Movement Issue

Hey guys the 1 post will give me away as very new, any help is greatly appreciated. I have been going through the STEP guide and I have finished everything to the bottom of 2.G. So far I must say the game looks incredible thanks for all the effort. I have had no performance issues, and no real trouble getting everything installed. However I am getting an odd issue, I find all the textures sharpen when the camera moves. Then as soon as I stop moving it they soften again. It also comes with some slight discolouration (clounds for example you can see slight bits of RBG in the white). The colour doesn't bother me too much, it is very minor. I find that the texture sharpening and softening whenever I move the camera hurts my eyes pretty quickly though. Curious if anyone else has experienced this or would know where to start trying to correct the issue? Some system background info below.

 

- i7 4770k, 16GB RAM, GeForce GTX 780

- Using MO

- Skyrealism ENB (Toggling it on and off has no effect on the issue). Side note cant get rid of the hardware AA msg for the life of me.

- STEP completion through 2.G, using HQ options where avaliable.

- Boss only seems to pick up the official DLC/texture packs for me not sure if I am using it correctly

In the enblocal.ini file and try to set RemoveBlur=true

if it is not already at that. This will disable the Default skyrim blur shader, which in most cases is quite overdone.

Thanks for the tip wasn't around the last few days but got to trying it today, didn't seem to help any though. However there was a Texture Filtering option in my Nvidia control panel which got rid of the issue. It was Texture Filtering - Negative LOD Bias I changed this from allow to clamp. The tooltip for it makes it pretty obvious this was causing the problem I feel a bit silly not catching it earlier.
