Whiterun npcs not leaving homes

So in white run on a fairly new save, none of the npcs will leave their homes or even unlock their doors. If I go into their home no matter time of day thy say I'm tresspassing. This goes for helmet hires shop and Adrianna's as well. The central market vendors won't come out and nobody's ill walk the streets save for the guards. The only mods affecting npcs are interesting and inconsequential npcs, and cold and wet. Just before this happened I had the encounter with the companions outside the city killing the giant and all non guard npcs around whiterun exterior were cowering. Is there away to reset the behavior of these npcs?

Since there is no additional info then I would venture to guess that they are all simply scared!

 

I mean there are dragons and vampires etc. about, and the city guard are woefully lacking in terms of gear!

 

Irony and jokes might be present! :o

Haha they might be just that. Although its been a week in game since anything bad happened in the city. How Lon can someone cower in doors before they need a drink??
