SKSE_Loader.exe producing error and then being removed from Skyrim folder

I came across this error today. I am unable to run Skyrim anymore. It doesn't matter whether skse_loader.exe is run from Skyrim folder directly or via mod manager (MO), it displays the following error:

 

 

And then the file disappears from Skyrim folder. When I try to copy it over again, I get this error:

 

 

And the file reappears in Skyrim folder, but it's 0 KB size (see screen above). At that point I can delete it and copy it in again. And go back to sqaure 1 when the firs error above is displayed again. 

 

I scanned this file with Avast and Malware Bytes and nothing was found... I have it from SKSE website. Any ideas?

Avast quarantined mine today... flagged as false positive. Add skse loader to exclusions list.

It's not that.

 

It's lack of... .NET Framework! I was running a newly installed game from Steam and it was reinstalling .NET Framework, when I cancelled the installation process, hence .NET Framework must have been deleted, but never reinstalled.

 

But the errors that Windows is throwing then! Ridiculous!
