Tree lod issue in windhelm

Recently I've been having an issue where upon fast traveling to or entering the city of windhelm the lods will bug out. It's usually fine in other places, like when I tested it by walking around whiterun hold and teleporting into whiterun, but upon teleporting to windhelm the trees outside will become mismatched, and upon leaving the distant lods will remain bugged.

I've attached a screenshot of what the exterior of windhelm looks like, along with a copy of my modlist and my load order
