Install the Core Files from DynDOLOD Resources, which contain the folders 'interface', 'meshes', 'textures' and 'scripts' into Skyrims 'Data' folder. Typically overwrite any files or refer to the manual Load/Overwrite Orders. Install other options from DynDOLOD Resources as desired.
 
Install Vanilla Skyrim LOD Billboards from TES5LODGen, Indistinguishable Vanilla Tree Billboards or Indistinguishable Billboards for Skyrim Special Edition and let them overwrite any DynDOLOD Resources files. Then overwrite with any LOD Billboards for mods in the load order in the same order as their mods. For STEP users all billboards are included in STEP Texture Compilation.


Judging by this the installation order, which should apply both to manual and Mod Organizer 2, it should look like this:
DynDOLOD Resource SE then you apply[or add at the bottom in MO2] Indistinguishable Billboards for Skyrim Special Edition and then you apply Billboards from any other mod.
 
 
But when you read later in the guide:

 

The same Billboard source textures included in DynDOLOD Resources may also be included in the Vanilla+DLC billboards from TES5LODGen. DynDOLOD/Vanilla+DLC billboards need to loaded before any other billboards. Billboards for other mods need to overwrite DynDOLOD/Vanilla+DLC billboards. Billboards for other mods need to overwrite other billboards for other mods in the same order as their "parent" mods overwrites the full model trees.

 

DynDOLOD Resources LOD source meshes need to overwrite any vanilla LOD source meshes. New lands mods often add the same vanilla LOD source meshes again for no apparent reason, but DynDOLOD Resources LOD source meshes also need to overwrite them. This more or less happens automatically because the loose DynDOLOD Resources files overwrite any vanilla LOD source meshes in BSAs. If a mod makes specific note about its own LOD source mesh to overwrite DynDOLOD Resources they need to be loose files and the mods instructions should be followed.
 
DynDOLOD Resources LOD source textures need to overwrite any vanilla LOD source textures. New lands mods often add the same vanilla LOD source textures again for no apparent reason, but DynDOLOD Resources LOD source textures also need to overwrite them. This more or less happens automatically because the loose DynDOLOD Resources files overwrite any vanilla LOD source textures in BSAs. HOWEVER, any texture replacer mod that ships with its own LOD source textures most likely should overwrite DynDOLOD Resources LOD source textures, even if the mod makes no mention of it. Again, those files need to be loose as well.


 
Which would imply that the order should look like this:
Indistinguishable Billboards for Skyrim Special Edition then DynDOLOD resource, and then Billboards from Mods.
 
Can't understand why there's this difference? 
 
Gamer Poet video has even different load order with:

What the hell...I couldn't make this more unreadable and convoluted if i tried. Just write the correct order and be done with it, and for inquiring users who want more info, add some expandable [More about] section.

The current and up-to-date official manual is included in the download archive.

 

The Install instructions in the manual say to Install 1) DynDOLOD Resources, 2) vanilla billboards and then 3) billboards for tree mods in the same order as the mods.

 

The Overwrite Order says to load 1) DynDOLOD Resources and 2) vanilla billboards before 3) any other billboards. The order in the sentence is the same as the install instructions.

 

As we all know, the last file to be loaded/installed is the one being used if different mods contain files with the same path and filename. That's just basic modding.

In the end it is the users preference which of the competing vanilla billboards from the different mods to use anyways.

Thanks for explanation. So going from up to to the bottom in the MO2, it's DynDOLOD, Vanilla Billboards, and then Mod billboards. So GamerPoet got it wrong, or he has preference for DynDOLOD billboards? As i understand the order is correct on the above image? 

 

Seems the vanilla billboards are redundant in some cases, so can be safely removed?

The priority order you listed is correct as per the DynDOLOD manual. If a tree mod happens to overwrite all vanilla billboards you can disable or remove them, it doesn't really matter much.
