Why isn't Follower Commentary Overhaul In Any Packs?

Just stumbled upon this little mod as I watch checking out a video on a different mod page. I paused what I was doing and looked at it, and it seemed like something that would be pretty great to have more diverse NPC dialogue. I checked the page on the forums here and everyone seemed to like it but the last post was the tail end of 2014. I'm just curious if there's something wrong with the mod itself that precluded it from being included and it not, why not have it on there?

It's been replaced by DFD which will be replaced RDO..lol..

I figured it had been replaced, just didn't know what with and wasn't quite sure how to google that sort of thing. Oh seems DFD is hidden and it could be a week or two before RDO comes out. Well flitter foot.
