Is 60 FPS not achievable with ENB and this system?

I noticed this too when using Vanilla Ice Cream ENB, had 120 FPS and dropped down to 60 when I turned it on. Nope. (I'm sure being the sweetest and most realistic one I could find had something to do with it.)
