I recently went thru step; have installed approx 70% of the mods, plus some extras that I really wanted after the procedure. The game seems to be running stable and smooth now, no more CTDs or Infinite Loading screens, after playing around with the load order and removing a couple of troublesome mods. My question is: I was not able to install 'HRDLC Optimized', due to unable to complete the download from Nexus. So I improvised and simply downloaded the 'Skyrim High Resolution Texture Pack' via Steam. A massive download, so I am wondering was it necessary or will cause issue as a substitute action compared to installing 'HRDLC Optimized' ?)
