What does the "1st person tilt-up angle" setting mean?

Ich habe eigentlich 2 Probleme. Zum einen suche ich eine Einstellung, um den Blickwinkel meines Charakters anzuheben und zum 2. habe ich bei Skyrim SE, das die Farben teilweise sehr stark Orange sind. Kann ich das verändern? Gibt es eigentlich auch eine deutsche Übersetzung von BethINI? I actually have 2 problems. For one, I'm looking for a setting to raise my character's point of view and secondly, with Skyrim SE, the colors are sometimes very strong orange. Can I change that? Is there actually also a German translation of BethINI?
